Every branch of the managerial state claims civilization ends if its headcount dips by a few points. Yet National Defence and the Communications Security Establishment still grew, while the RCMP and Correctional Service stayed almost flat. So no, this is not some libertarian revolution. It is a small retreat from bureaucratic excess, with the security apparatus protected and the tax empire mildly inconvenienced. Canada is still paying for years of regime-building in Ottawa.
