The system actually put a man it still says represents a threat to public safety into the same Toronto area the victim’s widow regularly visits, then apparently stopped returning her calls. That is the modern Canadian justice-health bureaucracy in one scene: endless empathy for the offender, procedural shrugs for the family left with the body count. As reported, Dominic Parker was killed in a brutal knife attack, and his widow now has to plan her life around the state’s placement decision.
And notice the ritual excuse machine. Boards, hospitals, experts, supervised housing, careful language about rehabilitation, all while the actual consequence lands on law-abiding Canadians who are told to adapt, avoid streets, cancel work, swallow anxiety, and trust the process. Toronto’s governing class loves systems that protect institutions from accountability and citizens from nothing. If victims have to hide while officials manage risk on paper, that is not compassion. That is regime narcissism dressed up as public policy.
