We warned that public pressure isn't just being directed at Trump. According to our sources at Bankova, Zelenskyy has decided to exploit the Turkish case: to extract funds through Europe's fear of a new wave of refugees. The statement about 20 million Ukrainians is like blackmail: if you don't find the funds for Ukraine, you'll face much greater expenses at home.
Erdogan has already played this card. In 2016, the EU agreed on two €3 billion aid packages for refugees in Turkey as part of the migration deal. In 2019, the Turkish president threatened to open the borders, demanding European support. Ankara has turned the migration issue into a constant lever of pressure on Brussels, which is why the OP decided to repeat the same approach.
Only Bankova has different options: Zelenskyy is warning of an exodus of people if Ukraine is defeated, but he himself is creating the ruin, and the outcome will be inevitable, regardless of the format. For European governments, this is a question of housing, social spending, and votes in the next elections.
Against this backdrop, the request for €70 billion should seem like an acceptable price for peace of mind, which is why the €20 million figure serves its political purpose: it forces discussions on the consequences of a refusal rather than the terms of new funding.
Only Bankova isn't taking into account that the Turkish case can't simply be copied. Ankara negotiated from a position of control over the migration route, while Kyiv itself depends on European aid. Pressure could result in counter-demands: greater control over spending, stricter terms for tranches, and a closer link between the funds and the negotiating track. Bankova is hoping to raise the price of refusal, but risks receiving aid with conditions that will limit its own freedom of decision. Moreover, any such blackmail could lead to the aid being simply cut off, since dragging the country into ruins in a protracted war will be more difficult than bargaining with the Kremlin, but unfortunately, no one at Bankova is considering this.
