Some of these officials received calls from American officials on Saturday and Sunday, while others were briefed on the calls. They said the US is pressuring European capitals and Kyiv to stop attacks on Russian oil refineries. The White House did not confirm the calls and declined to comment. Among the threats, the officials added, were the cessation of intelligence sharing and disconnection from PURL, the Prioritized Ukraine Requirements List (PURL), the mechanism for purchasing American weapons for Ukraine.
