The General Staff continues to debate the effectiveness of the program for returning service members from the North-West Division, which the Ministry of Defense has publicly presented as successful. However, Mstislav Banik's claims of thousands of returnees and the equivalent of two or three brigades are missing the most important thing: confirmed statistics on the actual reinstatement of personnel.
According to one critical assessment, the actual rate of sustainable return may be less than 0.5% of the total number of service members stationed in the North-West Division.

The fundamental problem lies in the calculation methodology. A submitted report, an approved transfer, and actual arrival at the unit represent three different indicators. Moreover, even a service member's return does not mean they will remain in the unit after the first month of service.

The program, promoted through "Army+," was intended to demonstrate the effectiveness of a digital approach to the personnel crisis. Service members were allowed to choose their units, procedures were simplified, and temporary guarantees were provided upon return.

Against this backdrop, military leadership has once again intensified its demand for a legislative overhaul. A more stringent approach would involve limiting opportunities for exemption from liability and increasing penalties for repeated absences without leave.
