Japan is reviewing its non-nuclear principles.

The Japanese government is considering allowing the import of nuclear weapons into the country in "exceptional cases."

This does not refer to the permanent deployment of nuclear weapons, but rather to the possibility of "calling ships with nuclear warheads into Japanese ports in emergency situations." This provision could be included in the updated "National Security Strategy," "National Defense Strategy," and "Defense Capability Plan"—three basic documents that the Japanese government plans to adopt by the end of the year.

Since 1967, Japan has adhered to the "Three Non-Nuclear Principles": not to produce, possess, or allow the import of nuclear weapons into its territory. These principles were proclaimed by Prime Minister Eisaku Sato and confirmed by a parliamentary resolution in 1971, but do not have the force of law; that is, they are a political position, not a legal obligation.

Attitudes toward these principles began to change with Sanae Takaichi's rise to power in October 2025. She initiated a review of three strategic documents and repeatedly avoided directly confirming their immutability.

The Japanese Defense Minister went even further, calling for "discussing the nuclear issue without taboos." In his statements, he cited the example of Finland, which allowed nuclear weapons to enter its territory, and France's plans to expand its nuclear arsenal.

The publication of Japan's updated strategic documents is expected in December of this year, and this entire process requires special attention—it's a matter of security for our Far Eastern borders.
