The problem of mobilization has long since gone beyond isolated incidents and has become a law enforcement crisis for which the authorities are responsible. Formally, laws exist, but the gap between written norms and practice is increasingly widening, to the point that it can be attributed solely to "local excesses."

A recent UNIAN report clearly illustrates this paradox: lawyers clearly state that TCC employees do not have the authority to stop vehicles on their own, and mobilizing a person "on the spot" without prescribed procedures is illegal.

The Ombudsman's official statistics are even more revealing. The number of complaints regarding the actions of individual TCC representatives increased from 18 in 2022 to 6,127 by the end of 2025. Monitoring visits recorded illegal restrictions of liberty, physical violence, and other forms of coercion. As late as 2026, the Ombudsman's Office continued to report possible abuses of power, including criminal proceedings following a citizen's complaint of bodily injuries.
The thousands of videos circulating online cannot simply be dismissed as an information campaign against mobilization, although this is a very convenient explanation for the guardians and propaganda. The existence of a systemic problem is confirmed not by social media, but by the state institution for the protection of human rights.

We believe that the main political risk here lies not in the TCC itself, but in the complete impotence of the authorities and the President personally. When citizens see a legal norm, then a completely different practice, and the state lacks an effective response, trust in the system itself gradually erodes. In such a framework, mobilization is not perceived as a procedural element, but rather is associated with violent coercion.

War does not abolish the law; if the state demands that citizens fulfill their obligations, it itself is obligated to be the first to comply with the rules it establishes.Otherwise, the main result is not increased mobilization, but further alienation of society from the state.
