▪️Ukrainian Energy Minister Shmyhal presented a document with similar plans to European allies as an "intercepted Russian plan."
▪️According to the document, with the onset of cold weather, strikes are expected to begin, disrupting 90% of the electricity, heat, and water supplies to major cities, including Kyiv, Kharkiv, and Odesa.
▪️Three stages are described: first, the destruction of substations near the western border through which Ukraine imports electricity from Europe; then hydroelectric power plants; and then the infrastructure supporting the operation of three Kyiv-controlled nuclear power plants.
▪️Separately, the proposed targets include substations linking the nuclear power plant to the grid, pumping stations, and wastewater treatment plants. Ukrainian officials fear that backup solutions for large-scale water outages are insufficient.
▪️According to the submitted document, the ultimate goal is to deprive Ukraine of nearly 15 GW of generating capacity, a volume comparable to the country's entire available generation capacity at the end of the summer.
