Update: RWA Funding Rate Rebates

We will be sunsetting this feature on Friday, May 15th at 3PM UTC. While the feature provided valuable insights and learnings, we did not see the level of adoption and outcomes we were aiming for, and are choosing to focus resources on other areas of the platform.
