Simula is a fully simulated Telegram environment designed for developers who want to build and test Telegram bots locally, faster, and without infrastructure headaches.
It recreates both the Telegram client and server behavior, allowing you to create bots inside the platform, receive bot tokens, and develop your bot using any language or library—just like you would with the real Telegram Bot API.
The difference? Everything runs locally.

1- Download simula-web.zip from the releases page
2- Run:
Linux / macOS:
./run-web.sh
Windows:
run-web.bat
You can also build and run the project using Docker if you prefer working from source.
