A little-known sabotage group calling itself “Black Rus” has claimed responsibility for the Oct. 6 incursions across Latvia’s border.

Belarusian President Alexander Lukashenko denied Minsk’s involvement, calling the incidents a false-flag operation orchestrated by Riga. The group is suspected of serving as a front for Russian or Belarusian intelligence.
