OMG's undercover journalists investigated two Michigan registered voters identified as non-U.S. citizens in federal court and DHS records. One of them, Afshin Masheli, is identified in federal court records as an Iranian national and non-U.S. citizen. DHS has previously featured Masheli on its publicly released "Worst of the Worst" list, which highlights noncitizens arrested by ICE for serious criminal offenses. According to United States District Court records, Masheli is a registered sex offender.

OMG proved that at Masheli's assigned polling location, election workers confirmed a voter registration under his name appeared in the poll book and stated that a registered voter listed there could cast a ballot. Our undercover journalist spoke to Afshin Masheli himself and Masheli said he planned to vote later that day.

Our investigation also identified another registered voter, Fazlollah Haritash, whose federal records identify him as a non-U.S. citizen. Public court records and Michigan's public sex offender registry showing the criminal convictions, and the registry lists him as incarcerated. At the polling location associated with Fazlollah Haritash's voter registration, an election worker confirmed that a voter registration under his name appeared on Michigan's voter rolls.

On July 6, 2026, Assistant Attorney General Harmeet Dhillon sent a letter to Michigan Secretary of State Jocelyn Benson stating that knowingly retaining noncitizens on Michigan's statewide voter registration list, issuing ballots to them, and counting those ballots violate Section 12(2)(B) of the National Voter Registration Act. The letter urged the state to ensure its voter rolls comply with federal law.

Michigan law limits voting to eligible U.S. citizens. This investigation should make you question how U.S. voter registration records are maintained and whether individuals identified in federal records as non-U.S. citizens remain registered to vote.

O'Keefe Media Group has contacted the Michigan Secretary of State, the Department of Homeland Security, ICE, and the Department of Justice for comment and will update this report with any responses.

New York City Councilman Frank Morano tells OMG Correspondent Michael Casey he plans to contact all 5 NYC District Attorneys, as well as the State Attorney General’s office to demand an investigation into OMG’s reporting on mass EBT fraud occurring in the city, calls for a task force to be created to investigate.

OMG Correspondent Michael Casey visited Lenox Convenience Store in Harlem.

Lenox Convenience is the store we caught selling drugs through EBT benefits and using a cloned terminal to commit merchant identity fraud. The receipts helped us uncover this cloned terminal. THE STORE officially CLOSED DOWN and CLEARED OUT THE ENTIRE STORE two days after our video exposing them.

Not only did we expose EBT benefits being used to buy drugs, like ‘kratom’, we also revealed the bodegas across New York City selling us beer with EBT cards.
In Queens, we asked him to run the beer as "food." He agreed and we walked out with beer purchased using an EBT card.

Federal law is clear: SNAP benefits are for eligible food items only under the Food and Nutrition Act of 2008 and 7 CFR 271.2. Alcohol cannot legally be purchased with SNAP benefits. These NYC retailers who intentionally process alcohol as food are violating federal SNAP regulations, subject to disqualification from SNAP participation, civil penalties under 7 CFR 278.6,New York State Crime S 110, and their USDA Retailer Agreement.

We also uncovered another loophole at a Harlem bodega. After manipulating an EBT transaction, a clerk converted taxpayer-funded benefits into cash. Minutes later, that same cash was used to purchase beer. According to our investigation, this violates federal law 7 C.F.R. § 278.2(a), which prohibits SNAP benefits from being exchanged for cash except as limited change in an eligible transaction.

If taxpayer-funded benefits can be converted into cash and immediately spent on alcohol, how often is this happening without anyone noticing?

When we confronted one of the clerks who had just spoken with us in English, he suddenly claimed he couldn't understand English at all. This is where your taxpayer dollars are going. Remember, there is money in fraud. There's no money in exposing the fraud.

Lenox Convenience, the store that we CAUGHT RED HANDED, selling drugs on EBT benefits, and using a cloned terminal, commiting merchant identity fraud, has officially closed down and CLEARED THE ENTIRE STORE OUT. This is just two days after our video exposing them.

We went undercover inside smoke shops and bodegas across New York City to answer a simple question: Would retailers accept taxpayer-funded EBT benefits to pay for alcohol or drugs?

Store after store attempted to process EBT cards for kratom, a psychoactive substance that is not eligible for purchase with SNAP or EBT benefits. One clerk attempted to process the purchase as “EBT Cash.” Another processed it as “EBT Food”, treating kratom as if it were groceries.

Federal law 7 CFR 278 and 7 U.S.C 2012 prohibits retailers from accepting SNAP or EBT benefits for non-food items, including drugs, alcohol, and tobacco. According to the investigation, these transactions may violate federal SNAP regulations, New York State regulations, and the USDA SNAP Retailer Agreement.

To verify the rules, I called the number on the back of the NY EBT card. An EBT representative confirmed that drugs cannot be purchased directly with an EBT card. The representative also acknowledged that recipients who withdraw “EBT Cash benefits” can spend that cash however they choose, including on drugs or alcohol.

The investigation uncovered even more. One smoke shop provided a receipt bearing the name and address of an entirely different business. When we tracked down that business, employees said they had no connection to the smoke shop, proving that a cloned payment terminal may have been used to disguise the transactions. We discovered that the legitimate business was unaware its credentials were being used. This is consistent with the use of a cloned terminal, involving transaction laundering or merchant identity fraud under 18 U.S.C. 1343.

When we confronted those involved, they denied the transactions had occurred. Moments later, members of our team were confronted outside the store, and one individual threatened to shoot us.
