🇲🇪 Montenegro tightens rules for foreigners: what you need to know
The Government of Montenegro has approved significant amendments to the Law on Foreigners, changing the conditions for obtaining and renewing residence permits.
⚡️ Key changes:
• Property-based residence permit - now only for real estate valued at €200,000 or more. Foreigners have 1 year to bring their property basis into compliance.
• Business-based residence permit - a company must employ at least 3 people, 2 of whom must be Montenegrin citizens. The adaptation period is 180 days.

📌 For foreigners, this means they must review their basis for residency as soon as possible - otherwise, renewing their permit may become impossible.
Despite the tightening of rules, Montenegro remains one of the most attractive investment markets in Europe: the euro is used, taxes are low, economic growth is stable, and the country is seeing a record influx of HNWI (+124% over the past decade).
Montenegro is strengthening its position as a safe and advantageous investment jurisdiction and is moving toward EU accession, projected for 2029. This makes now an optimal moment for strategic investment.
