You didn’t need to maximize the pain inflicted on Russia by targeting their cities, civilian areas, and energy infrastructure just to cause panic and fear among Russians, especially when everyone can expect this will be temporary and could backfire on you when Russia starts to target you in the same way you did to them. They have more capacity to build, are more resilient, and are stronger in their attacks by using cruise and ballistic missiles and an unlimited amount of drones.

Now, bombs and drones are mostly used to target critical infrastructure inside Ukrainian cities, and this could put Ukraine 50 years back.
