The Indian Express Railways not liable if passenger not careful about belongings: Consumer commission The Railways argued that under Indian Railway Conference Association Coaching Tariff Rule, all personal items carried inside passenger compartments remain in personal custody of passenger and are carried strictly at owner's risk.
