A Governor should only be judged on votes they actually had a fair chance to cast.

Vortex Dev Log # 21 changes how Active Governor status is calculated:

• Governors now need to participate in one-third of their eligible Proposal Pool and chamber-vote opportunities, rounded up.

• A vote only becomes a participation requirement after the stage has been open for 24 hours. If it closes earlier, missing it does not count against the Governor.

• Authors, Formation team members, and others excluded from specific votes no longer have those impossible votes added to their required activity.

• And when a milestone or reconsideration opens a new chamber vote, it counts as a separate opportunity with its own eligible voters.
