The theme of The Book of Minako is governance. As in how Vortex could evolve as the foundation of liquid democracy, at a national, and international level vs. the fate of the existing democracy.

Shibutani Minako is the Secretary-General of the Assembly that represents the Community of Japan. Her current “job” is to deal with the aftermath of the crisis, the largest cyber attack that the Community has experienced, causing 12,500+ people to lose their bioauthenticated status for 6 years. Turning crisis into victory is her mandate, but the government, backed by the conglomerates, has no intention of playing by the rules…
