🔺Splited snp guest and host kernels, and update the refs

🔺Used ref particular commit for evm dependency
🔺Implemented Sovereign EVM balances layer
🔺Implemented Sovereign accounts and EVM system layer
🔺Included ED into account_basic balance data extraction
🔺Added Support for external account provider
🔺Used substrate locked/polkadot-v0.9.42
