The sectarian and partisan quota system in Iraq represents the root of the structural corruption that has crippled state institutions
According to international reports and official documents (such as those from Transparency International and the United Nations) this system was built on distributing ministries and positions as electoral spoils thus legitimizing the plundering of public funds through party economic committees the squandering of hundreds of billions on fictitious projects and the protection of corrupt officials Today the inevitable collapse of this system is only a matter of time. A system based on the division of spoils and administrative fragility cannot withstand the turbulent geopolitical escalation and volatile events in the region The obstinacy of political forces and their insistence on governing the state according to the logic of quotas leaves Iraq exposed and unprotected at the heart of regional conflict making collapse the inevitable fate of a system built from the very seeds of its own destruction
