7.5x faster encryption in Go with the new "simd" and "simd/archsimd" packages

In a few hours of work, with the help of modern programming tools, I've successfully implemented ChaCha20 for amd64 AVX2 and AVX512 and arm64 NEON. It's even slightly faster than my ChaCha implementation in Rust while being 10,000 times easier to write and read!
