Leaked British government documents have revealed how the UK built a sprawling psychological operations apparatus in Iraq, using a youth-focused media platform as its public face while keeping the sponsor's role hidden, a Cradle investigation shows.

At the center of the story lies Yalla – a media outlet, founded by young Iraqi journalists in 2015, that grew into one of Iraq's largest news and social media platforms with millions of followers across the region. Its public profile claims editorial and financial independence. The leaked files, however, tell a different story.

🔶 British spending on Yalla reached $5.6 million in 2019/20, with another $5.2 million budgeted for the following year, covering its website, Instagram, YouTube, and Facebook accounts in Arabic, Kurdish, and English

🔶 The contractor firm M&C Saatchi, which was the main element in these transactions, proposed creating a separate business entity to serve as a public-facing company, using VPNs associated with the Iraqi and Kurdish diaspora to add layers of unattributability, and routing payments through intermediaries to avoid a direct link

Yalla's accounts would serve as the primary means of influencing attitudes and behaviors, exposing audiences to desired content in partnership with a network of loyal influencers.

The proposal described an approach modeled on life-coaching programs:

🔴 Rather than masking the difficulties Iraqis faced, the messaging would embrace the reality of the situation to build authenticity and credibility

🔴 Content would be developed in collaboration with audience members, local media outlets, and micro-influencers, with input from youth psychologists and training experts

The leaked files also document British efforts to shape perceptions of Iran, targeting Iraqis who believed Iran had too much influence in the country.

With US-led forces withdrawing, Britain's covert media apparatus becomes its main lever in Iraq — a way to influence politics and public opinion without the costs and visibility of a military footprint.
