No confirmed public evidence shows that President Trump personally approved or ordered the recent Starlink/Starshield slowdown in Ukraine. He has explicitly denied it.
What happened
Around October 13–14, 2026, Ukrainian officials reported that speed limits of roughly 100 mph (160 km/h) were imposed without warning on Starshield terminals (the military-grade version of Starlink). This disrupted some drone operations used for strikes and air defense. The limits were at least partially eased soon afterward.
This occurred while the Trump administration was pressuring Ukraine to stop attacks on Russian oil refineries.
Reporting on responsibility
• Reuters (October 15): The order to limit Starshield came from inside the White House. Pentagon officials were told to slow the service. Sources did not identify the specific person who issued it. A senior U.S. official stated: “No such request was ever made by the president.” Ukrainian officials said they were told it was a White House decision.
• The Telegraph (October 16 exclusive): Four sources claimed Elon Musk approached Trump with the idea of imposing the speed limits, and that Trump agreed (clearing the way for the Pentagon to implement it). A high-ranking European official and two Ukrainian sources reportedly corroborated this account. This contradicts Musk’s public statements.
• Trump’s statement (October 16): “It wasn’t me and I don’t think it was Elon.” He said he was not sure the service had even been restricted and that, as far as he understood, it was functioning as usual.
• Musk’s public position: Starshield systems are owned and controlled by the U.S. government. Any limits on speed or usage are decided by the U.S. military and ultimately the President (POTUS). He distinguished this from commercial Starlink, which SpaceX controls and limits to civilian or defensive uses.
Bottom line
Anonymous sources and Ukrainian officials point to a White House-originated decision, and one report alleges Musk proposed it with Trump’s agreement. However, Trump has denied any role, a senior U.S. official said the president made no such request, and there is no on-the-record confirmation that Trump personally ordered or approved the slowdown. The precise chain of responsibility remains disputed.
