Recent October 2026 speed limits on Starshield
Ukrainian officials reported that SpaceX/Starlink (specifically the military-grade Starshield service) suddenly imposed speed limits of roughly 100 mph / 160 km/h on terminals in motion. This disrupted some drone operations used for both strikes and air defense.
β’ Musk publicly stated that Starshield systems are owned and controlled by the U.S. government, and that any speed or usage limits are decided by the U.S. military and ultimately the President. He distinguished this from commercial Starlink, which SpaceX controls and limits to civilian or defensive uses.
β’ Reuters reported that the order originated from inside the White House.
β’ A Telegraph report (citing sources) claimed Musk himself approached President Trump with the idea of imposing the limits, that Trump agreed, and that Musk later publicly blamed the administration. Trump has denied that either he or Musk ordered the restriction.
Service was at least partially restored relatively quickly, though Ukrainian officials described operational impacts during the disruption.
Summary
Musk and SpaceX provided (and have continued to support) Starlink service that Ukraine has relied on heavily. There have been documented refusals to expand or enable coverage for specific offensive operations (notably the 2022 Crimea request) and temporary operational restrictions (most recently the 2026 Starshield speed caps). Full responsibility for the latest limits is disputed among Musk, SpaceX, the White House, and the Pentagon. Musk has publicly maintained that Starlink remains essential to Ukrainian front-line communications and that he would not simply turn the system off.
