Answer: If they can do it with a sewage pipeline, they can do it with an oil or gas pipeline. It is some sort of device that picks up the adrenochrome that floats down the pipeline and is removed when it reaches the filters/valves. This is definitely worth investigating.

ICE finds drug smuggling tunnel associated with major raw sewage pipeline in Nogales

HSI special agents discovered an underground tunnel down to the International Outfall Interceptor (IOI). The IOI is a wastewater pipeline that begins at the Mexican border and leads north to a facility that treats wastewater from Nogales, Sonora, and cities in Arizona under an agreement between the United States and Mexico.

Robledo-Delgado told agents he built the tunnel to breach the IOI and retrieve drug packages that entered the United States from Mexico through the IOI.
