The name is a joke on post-quantum cryptography crossed with a cat, and the only link is the project's own coin page.
Nine posts carry the PQC ticker on Solana; none of them quote this contract, and the addresses they list are not this one. Theblackbullxxx, the largest account at 182,311 followers, says he called PQC early and now pushes another cat coin. Attention is scattered.
