The story is thin: the name is internet slang for a beginner, and the only link is higgspad.com/noob. Most posts using the ticker are about other coins; one calls it NoobPad without quoting the contract.
Attention is small and scattered. Five accounts posted, the largest PeepRadars at 3,527 followers, and it never quotes the contract. The ones that do are smaller: x.com/Sinxgem and x.com/Boom_call1 call an entry, x.com/Signal_ox says watch yours. None is a large account.
Since our signal it has kept trading. Over the last five minutes volume ran at 0.19x the market cap, and buys still edge out sells. The PumpSwap pair is new, so most of its life is the curve.
