Five of the six batched Safe actions are harmless camouflage (approvals to the real StakingManager/RewardDistributor, small KITE/OP transfers). The concealed 6th action — labeled "Activate Governance: Delegate treasury KITE voting power" — is actually
delegate(0xCc7B…2E0E), pointing the DAO Treasury Safe's 328,143 KITE (~34% of the 973,967 total supply) to the proposer himself rather than self-delegating. If executed it would hand the attacker ~34% of voting power versus a 1% (9,739 KITE) quorum, enabling unilateral control of HAI governance and the ~$1.58M protocol.
