The issue was resolved. Statuses and expenses on the provider's side were synchronized after blocking. From balance cards the remaining funds were returned to the user's Bill Pay balance.
US Visa Credit 486521: Transactions were synchronized and now are displayed correctly, duplicates were removed, codes for FB are also displayed. Access to the BIN is expected to expand soon.
JO Visa Credit (472593), SG Visa Debit Platinum (467845):
Cards are available again, but in a private mode at the moment. Negotiations to increase quotas for cards’ issuing are still going
CH Visa Credit Classic (474359):
Available in a private mode. Currency - EUR
2 new BINs are currently in test mode: UK Mastercard Debit (511023), US Visa Credit (428816), release is expected in the coming weeks
