The secretariat issued a clarification saying:
1) Claims that Iran would respond militarily to recent aviation restrictions are false.
2) Negotiations with relevant countries to lift "illegal" flight bans are actively ongoing.
3) Non-military countermeasures exist for some airports if necessary, but Iran hopes it won't come to that.
