We are faced with a dramatic geopolitical divide, which paralyzes the Security Council.

Superpowers themselves engage in wars, in some circumstances against international law.

That creates an environment of impunity in which midsize powers believe that they can do whatever they want because nothing will happen to them.

And wars are becoming multiplied and more and more complex.
