Canada's Carney:

We trade more with the U.S. than elsewhere. A number of our other relationships, some of our defense relationships, technology relationships, have a high degree of integration with the United States.

That creates real leverage over Canada. And in some cases, the United States administration has either used that leverage or threatened to use that leverage.
