On the morning of October 9, a security operation was conducted in Risan with the participation of police and the National Security Agency of Montenegro, according to local media. Among those detained were Zvinchuk's wife and three of his associates. Authorities link the arrests to suspicions of the network's "hybrid activities."

Previously, the UK and the US accused Rybar of spreading Russian propaganda and conducting information influence operations.

Zvinchuk is under EU and US sanctions. In 2024, the US State Department announced a reward of up to $10 million for information leading to the identification or location of those involved in the Rybar Telegram channel, accused of interfering in American politics.
