In response to a journalist's inquiry, Ivan Ryabtsev, press secretary for the Tyumen Department of Education, began messaging her about having sex with a dwarf and invited her to lunch.

First, he said he was on sick leave, then, via the MAX messenger, he asked the woman to join him while he "cums inside a dwarf."

After being refused and asked to respect boundaries, the official resorted to obscene language and deleted some of the messages.
