Citizenship: one person, one vote

Citizenship in a civic DAO means “this is one real person”, not a pile of accounts. The goal is that one person cannot hit the needed vote count with dozens of fakes.

$BLC stake still gives weight by money. Citizenship separately cuts account farms.
