The proposal includes a cultural and research complex dedicated to collecting, preserving and cataloguing the history of Volgograd and its riverfront territories. It may also become a starting point for a future park of Volgograd vernacular architecture on the island while preserving the dominance of the natural environment.

An exhibition center is located inside the concrete base, while the accessible roof contains additional public programs including a cafeteria and a library overlooking the landscape.
