Representative Darrell Issa has quietly introduced H.R. 10364, the American Copyright Protection Act of 2026, a bill that fundamentally threatens how the global internet operates.
Under this legislation, copyright holders can demand court orders to block foreign websites through ISPs, DNS providers and VPN services based on mere suspicion rather than proof beyond a reasonable doubt.
Because the bill targets core internet infrastructure, a single ruling from a US judge could force DNS providers to globally wipe a website off the internet, cutting off access for everyone around the world before the accused owner even has a chance to defend themselves.
