The outcome of this decision is doubtful, while the risks are clear: legitimizing Moscow while its bombs continue to fall on Ukrainian cities, financing its war, and weakening sanctions.
These elements contradict what Western countries, including the United States, have done so far to push Putin to the negotiating table.
Support for Ukraine is not an alternative to peace. It is what makes peace possible.
