Elite Child Cannibalism Reverse Engineering

We will take the yearly number of children that stay missing, 2,700, and knock off 2,000 for any possible errors just to round it down even more, leaving just 700 missing children per year that do not get found. To give the recipients the benefit of the doubt again, I will not include any possible secret breeding facilities. I will only include the children that are recorded and known to the public as missing and never found again.
