The source of Irenaeus' Greek & Latin quote of Acts 8:37 is Contra Haereses, Liber Tertius, Chapter XII, Page 50 (Against Heresies, Book III, Chapter xii [12 ] Link). The source of the English translation of Irenaeus' quote of Acts 8:37 is Anti Nicene Fathers, Volume I [1], Irenaeus. Against Heresies, Chapter XII, Page 433 Link.

Clearly, Irenaeus, who was taught by and knew Polycarp (who in turn knew and was taught by Paul and the Apostles including John), had very early Greek & Latin manuscripts with Acts 8:37 in them, or else he would not have been able to quote its own words. Acts 8:37 is Scripture.

Another Latin quote of Acts 8:37 is "Hunc esse Jesum, et impletam esse in eo Scripturam; Quemadmodum ipse Eunuchus credens, et statim postulans baptizari dicebat: Credo Filium Dei esse Jesum.
